§ 38-144. Permit requirements.

Within the water supply watershed district, no land-disturbing activity, construction or other development, other than certain exempted activities identified within, may be conducted without a permit from the city council and must be in full compliance with the terms of this article and other applicable regulations. All activities that are not permissible as of right or as special permit uses shall be prohibited.
